iPad and PC email stopped updating /downloading

Help!

This morning I turned on my iPad but found no new emails being downloaded and some if my sent mail from yesterday no longer in sent. I then went onto my PC and again email is not updating /downloading there either. Is there a problem with email today? Also only thing that I changed on my iPad is I'd downgraded my cloud storage back to 5gb. Please don't tell me that reducing it means I've damaged or lost my mail data /account?

Please help!

Ive now moved all email from my inbox to a temp folder which didn't fix it and also deleted my account off my iPad and re added it with no joy either. I don't know what else to do! I can't get at new email either on my PC if iPad which implies it's the email account on the icloud not working.
