If the iPhone does not power up, first try a reboot by holding both the power and home buttons until the apple logo appears, about 10-40 seconds, then release both buttons.
If it still does not power up, login to your iCloud account from a computer or another iOS device that has the Find My Phone app installed (not the same thing as Find My in Settings > iCloud) and go to Find My Phone, choose the iPhone, then remove the iPhone from the devices list. You can also send an erase signal.
