Just read that you can access remotely to your computer at home from another Apple computer miles away. My question is: can this be done accesing via iCould website through a conventional Windows computer?

No, not through the iCloud website. . But there is software that will allow you to do this. Things like Teamviewer, or Back to My Mac.
Yeap, but all computers need to be Apple. I cannot navigate through this OS in a Window based device
