Remove 4s from iCloud with NO WIFI?

I have an old iPhone 4s that totally lost wifi connectivity. Apple couldn't fix, so I bought a new phone. Now someone is offering to buy it from me, but I need to remove the device from iCloud and erase everything, but there is no wifi capability. Is there a way around this? Thanks.
