How do I enable my account? I have followed the links to reset my password, and I can reset it successfully. However, when I go back to the app store, my account still is disabled. HELP.

After resetting a password you may need to log out of where you are using it and then log back in so as to 'refresh' the account on it e.g. for the stores tap on your id in Settings > iTunes & App Store and log our and then log back in, and similarly if using the same account for the cloud (Settings > iCloud > Sign Out) : What to do after you change your Apple ID email address or password - Apple Support
If that doesn't fix it then contact iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page
