blue bar floats across screen

Ipad just began showing blue-lined box around screen apps, etc. Blue inch-wide bar floats across screen at start-up. I have rebooted over and over. Also, having trouble with e-mail--can't slide inbox up or down to retrieve e-mails. Screen-touch reacts not at all or very slowly in e-mail. Having trouble accessing internet as well. Help!

From your post I understand you're seeing blue artifacts on your iPad's screen and it is not responding when you're trying to scroll. To help troubleshoot this issue please follow the steps outlined below.

If you see lines, missing sections, discoloration, or poor image quality

  1. Try to restart your device. If you can't restart, force restart your device.
  2. If this doesn't work, restore your device.
  3. If you still see the issue after you restore, contact Apple Support.
