i have a Samsung lll and Verizon is my carrier. Can I connect my iPad to my hotspot?

If the phone advertises the personal hotspot's SSID and the tablet sees it, there should be no issue. The phone should also tell you what passkey to use to connect successfully, since it should probably not be an open and uncontrolled link.
