iTunes won't let me upload MP3s to iCloud

Using iTunes 12.2.1.16 in Yosemite.Also using iTunes Match.

Imported WAV files. Discovered iTunes doesn't like WAVs (won't allow you to associate album art, etc.) so converted to MP3s. I want to add these to a playlist, but iTunes won't let me do that until the music has been uploaded to iTunes Match/iCloud. (Why does Apple keep changing their music program every 6 months? Question for another time, perhaps.) I control-click on the song(s) in My Music and select "Add to iCloud music library" and nothing happens.

How can I fix (or work around) this?
