ICloud/Apple Music Playlists won't sync to iPad unless Downloaded to iPad

I have an iPhone 6+, an iPad min, and iTunes on Yosemite. All updated tot he latest version.

I have an Apple Music subscription, and iTunes Match (not sure if that is now obsolete)

Here is problem. I have a playlist in iTunes. Call it PlayA.

Mac iTunes

- 62 songs

- 8 owned, the rest from Apple Music

- Not set to 'Make Available Offline'

iPhone Music

- 62 songs

- 8 owned, the rest from Apple Music

- Not set to 'Make Available Offline

iPad Music

- 8 songs (makes no difference is I am connected to wifi or not)

- Not set to 'Make Available Offline

- If i change to 'Make available offline', all 62 songs show up

- If I change back, 54 songs go away and I am back to 8

What gives? I can't change sync settings iTunes, as it says that it goes through iCloud. I have cycle through settings, removed iCloudon ipad, added it back, etc.
