Only 2 out of 4 apps being installed in Configurator

I have been using Apple Configuratior successfully for months. But i am trying to add a couple of new apps. When I send them through the configurator everything goes as it should, but only the 2 original apps are being added to the iPads. Weird thing is SOMETIMES I get 3 and a couple of times i've gotten all 4, but cannot consistently get all 4 on every iPad.

I've reauthorized the computer I do it on. And it's the same Apple ID as before.

Is there any way to see WHY they won't allow me to add them?
