Safe Start?
When I start up in safe mode there is an icon with "Restore..." below it. What is that and how is it used?

Please describe more completely where you see this icon and the context.
When I start up with "option" key held down and the compute starts up there is an icon for each of my hard drives. internal and two external and a third that is labeled "Restore OS 10.8".
So, this is not a Safe Mode. The icon for the Restore OS 10.8 is for an installation of Mountain Lion. What exactly are you trying to do? If you wish to boot into safe mode then restart the computer and hold down the SHIFT key immediately after you hear the chime.
I guess I have sfae start/mode confuses. What am I getting by holding down the option key?

Which volume to startup. Please carefully read Startup key combinations for Mac - Apple Support
That would be the Boot Menu where you select a disk for Startup in the event you wish to change the startup disk. What do you actually wish to do?
If that allows selection of startup disc now that makes sense. Not sure why I thought option key was safe mode so much thanks for straightening this ole man out.
