New nano will not sync.

I have a new nano never used that will not sync. When I connect the iPod to my Windows 7 computer, iTunes "sees" the iPod. The little icon is in the upper left to the right of the music note. I can click on the iPod icon I can see the Capacity, serial number etc. In options only "Sync only checked songs and videos" is checked. I have totally uninstalled iTunes the proper way and reinstalled, and I have restored my iPod. I have clicked Help and ran a diagnostic for "Device connectivity tests" and "Device sync tests". The test passes for connectivity and fails for sync. The results for the sync test say "No iPod, iPhone, or iPad found". I have another nano about 3 weeks old that I sync to the same account and it will sync fine. Help please.
