Restoring the phone won't fix it. There's nothing to fix. Those are all reasonable amounts of data. And every one of them is a summary from a network switch. When your phone moves from one switch to another the switch you have just left sends a summary of your data usage to the billing system. Then, sometime between midnight and 3 AM ET the switch you are currently connected to closes out your account for the day and sends a summary to the switch.
You can see exactly what quantity of data is used by each app by going to Settings/Cellular. Unless you have no additional apps on your phone than the ones it comes with, you disable iCloud syncing, turn off most system services and you receive very little email, 200 MB is not enough data for anyone.
