Windows 8 Crash; Lost Playlists

Hopefully this is a fairly easy and generic question about iTunes and Windows, which I hope will have a simple answer or fix: Windows 8 crashed and after reinstalling iTunes, I cannot find my playlists. Does this mean they are gone or is there a way to find them? An answer to this will help me learn about where playlists are stored. Thank you for any help.

Thank you for the excellent help. This was actually my daughter's question and she didn't have a support login. I'm hoping at some point she'll become an Apple convert. It absolutely did help her! Thank you again for the great support!!
