Can I get all go my pictures back onto my new mac after my old one was stolen?

My mac was stolen a few months ago and all of my pictures from the past few years were on it. I never backed my computer up because I assumed everything was stored on my iCloud. The pictures were on iPhoto and since that is no longer an app on Mac's I need to know if it is still possible to retrieve all of my pictures somehow.

No

That is why backups are critical if your photos are important to you

And as to the Mac nothing is backed up to iCloud - with OX X 10.10.3 and later using Photos you can have your library stored on iCloud Photo Library (this is not a backup but in a case of theft you could retrieve your entire library form ICPL)
