Very confused about blob effect
how do you get this effect on final cut pro x. the blob thing moves but this is a still photo

Depends on what your'e trying to accomplish but that looks like some of the Ink footage being used as a matte or a simple mix composite to blend two tracks.
Can you be a bit more specific about what's confusing you?
