Text message forwarding iOS 8.4

My iPad mini 2 is not displaying a code for text message forwarding from my iPhone 6. Both are running iOS 8.4. I have turned off iMessage and back on, as well as restore and even reset network settings; but when I went to set up the iPad as "new" the code displayed. It seems like it is an iCloud synching problem. Can anyone help me?

have you check all setting and iMessage setting try to reset your setting hope it will be work

Yes I have, but nothing is working except to setup my iPad as new, which I don't want to do bc its's time consuming to find each and every app to download all over again.
