If the message "iPhone is disabled" is shown on the lock screen, it means that someone entered an incorrect password too many times. Under the message, you'll either see: "Try again in x minutes" (in which case you'll have to wait the time shown) or "Connect to iTunes" (you'll have to connect your device to a computer and sync it with iTunes).
