You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.
If none of the above work for you, then:
Follow these steps to place your iOS device into recovery mode. If your iOS device is already in recovery mode, you can proceed immediately to step 6.

Thank you, but my cousin couldn't remember the details he entered on his apple account, and the email was already deactivated. Anymore options on how to reset the iphone?
Did you look at what I posted? If you cannot restore the phone using any of those options, then the phone must be locked: Find My iPhone Activation Lock
Hi kappy yes I already did according to what you have posted but neither of them works on me. the problem is the phone has been connected to the find my phone. Unfortunately my uncle forgot the apple id and password and the email add has been deactivated and can't access anymore.😟
See the link I posted. If you cannot remember or get the Apple ID and password or have you uncle remember them and release the Find My Phone lock, the the device is unusable.
If your uncle is the original owner, then he can take the phone, proof of purchase, and go to an Apple Store to request they help him remove the activation lock.
