cannot log into itunes

I am unable to log into iTunes. I am able to download song and enter the password in on my iPhone, but I cannot log into the iTunes store on my pc. I am always getting the following warning

ITunes could not connect to the iTunes store. An unknown error occurred. (11556)

Make sure your internet connection is active and try again.

so I have no idea what to do ?

From Advanced iTunes Store troubleshooting - Apple Support :

This alert occurs when iTunes is trying to do something not allowed by the iTunes Store in that country.

The most common example of this is trying to sign in while limited to iTunes U by Parental Controls.

Do you have any restrictions set on the Parental tab in iTunes > Preferences ?
