Settings->Numbers turn on iCloud keeps disabling after Numbers is executed

I cannot see documents from iDrive in Numbers. Numbers is empty, however i cannot turn on use iCloud in Settings-> Numbers, ie. it is possible to turn on, but every time I run Numbers, and check back Settings -> Numbers iCloud is tuned off.

The same happens for iPhone 4s iOS 8.4 and iPad 3 iOS 8.2
