Didnt Activate "Find My iPhone"

I misplaced my iphone last night (actually I think it was stolen), and I don't believe I ever activated the "Find My iPhone" option in the settings on the phone. I've logged into "Find My iPhone" on the cloud my computer but it says "Device is Offline." Does "Lost Mode" still work if I haven't activated "Find My iPhone?" Is there any way to track the phone at all to even see when it has been turned on? Am I outta luck on this one?
