i'm an italian user with H3G operator.
In italy H3G use TIM when there's no network and it's called national roaming.
it is possible that location service send data also when roaming is turned off?
I ask to my operator and he said that i'm not turned off roaming but is not true and his system register a little exchange of data like some KB.
location services also use cellular data to determinate position more fast?

Hi, I've the same problem with iOS 9.0.2 (not beta version) with the same operator. Of course, H3G says that It is not a problem imputable to them.
I've just talked with customer support but I think It's not an easy problem to solve.
You have to consider that 9.0.2 was the release to solve this problem, too. And It seems to work not so good...
