Not able to use facetime over ipad mini 3.

I am not able to log in with my apple id.
I have tried using all suggestion mentioned over internet. I dont have iphone so there is no sim associated with the facetime id. Do I need to have sim to use facetime?
What is the model number of your iPhone? Settings>General>About>Model.
You may have to scroll to see the entry for Model.
If your iPad was meant for certain Middle Eastern markets, it will not have
FaceTime and FaceTime cannot be installed on the iPad even if no longer
in a restricted nation.
