iCloud empty but says almost full

Hi, I recently switched from an iPhone 4 to 6 (ios 8.4). Already I had storage problems with my iPhone 4 but I ignored this. Now I have switched to a 6 this warning message still appears, however when I log on to iCloud online, it is empty. There are no photos, only 2 emails, the only thing updated is my contacts.

Obviously because it was "almost full" I was not been able to transfer any data except contacts from my iPhone 4 to iCloud.

I would like to somehow get these photos onto my new iPhone 6.

Does anyone have any advice as to why my empty iCloud is "full"?
