My phone is on 8.4 and my bought music keeps saying I need wifi
my phone is updated to 8.4 and I recently restored it and all my music I bought from I tunes keeps saying wifi is required

You need a WiFi connection to resync music from the iTunes store to your phone. Alternatively, if you maintain an up-to-date library in iTunes on your computer you can resync your music from there.
