Photos App and iCloud

The Photos app is consuming to much memory on my iPhone 6 (64G) and is not allowing new pictures to come to the phone from iCloud. I am optimizing the size of the pictures now, but not at the beginning. How do I reset the Photos app? It is also affecting updates in my calendar.
