my wifi is locked and will not allow me to turn it on

it wont let m turn it on and its locked does that make sence but just wondering does anyone know how to sort it because ive tried resetting the network settngs and other stuff

Have you tried doing a reboot by holding both the power and home buttons until the apple logo appears, about 10-40 seconds, then release both buttons.

See the article I linked. This is usually a hardware problem and you'll have to contact Apple regarding warranty or out-of -warranty device/repair.
