can you turn on icloud from a distance

i lost my iphone and my icloud was not turned on. i was wondering if i can somehow login to my icloud account on my computer and turn on my icloud to my phone therefore i could find it.

iPhone 4S, iOS 7.1.2

I'm afraid this is not possible. 'Find my iPhone' has to be enabled before you lose the phone to enable tracking - and it has to be on, not wiped, and able to connect to a network.
