My daughter locked herself out of her iPod and can't remember the password. How can I get back into it without losing everything on it?

You cannot...which is why the passcode is secure. The only way is to follow the instructions in http://support.apple.com/kb/HT1212 to connect to a computer running iTunes via the recovery mode. The recovery mode automatically erases all content on the device.
I'm afraid the only way is to restore the iPod. If you have a backup, you will be able to get your data back.
