How can I access my photo stream photos,since I put them in the iCloud library they do not show a photo stream album, neither are they in "all photos " ?

HHow can I recover photos how can I recover photos in the iCloud library ? Since I switched to maximize storage I no longer have a photo stream category in photos and the photos do not appear in "all photos" as stated. If I take photos with my phone they ate no longer transferring to my iPad even tho I have photo stream ,lad enabled on both devices ! Help please !
