iCloud Storage Full Issue

I'm still using my 5GB free storage and it shows almost 4.5 full with some backup whereas when I go to manage storage, i don't see any backup there. Anyone had that issue? I can't backup anything because it keeps giving me not enough storage errors.

I even upgraded to iOS9 beta to see if that changes anything but no luck. iCloud online shows same thing so i'm now out of options. Already in touch with support too who also can't figure out what is happening here.

Any suggestions?
