Iphone5 keeps changing languages and i cant use slidebar to access settings

My Iphone5 will not stop changing languages when I turn it on, and it will not let me use the slidebar to access settings. it speaks whatever language it changes to about every 5 seconds. has anybody had this problem? if so, please let me know how to fix this problem..
