Photos won't download from the cloud

The photos all appear in the folders but when I open some of them (some fully downloaded and are fine), they only download to 25% (the dial indicator in the lower right stops at the 3:00 position), and I can't use the pictures for social media, etc. They'll fully DL on my iPad, but not the phone, and the phone has plenty of available storage.
