How to back up everything and start new on a iPad 2

HI all,I have a iPad 2,a 4Iphone, and a Toshiba Satilitte laptop with windows 7, about 4 years old,I plan on buying a mac I don't need one with all the bells and whistles ,I want to start new w/my IPad not sure how to save everything on it before I start over, I have ICloud put cant find what is stored on it? I am not 100% smart when it comes to this stuff,So I want to backup laptop and iPad then wipe the laptop and give it to someone,I know this Question is kind of whacked out

Bit I'm doing my best,Plus what would a good mac for someone like me I do my banking and stuff photos media,movies

I notice my Apple iPad 2 can't do a lot of things my laptop can do,sometimes it won't open a link,

any help appreciated
