Stuck on "waiting for changes to be applied"

I am trying to sync my ipod 5th generation (ios8.4 - Itunes 12.2.1) and a few days ago sync was working properly. I tried to sync my items but during the process the sync gets stuck on "waiting for changes to be applied". I have read through numerous forums and on different websites but i have yet to find a solution. When i quit the sync and re do it again, I get passed the "waiting for changes to be applied" and it starts to sync each music track one by one, then it randomly gets stuck and freezes. I have no idea what to do. I restored my device and set it up as a new ipod but my music library still will not sync and it gets stuck on the same part again. Any ideas on what to do??
