Q: How can I know if an iPhone charger is good or bad

How can I tell if the iPhone charger is good or bad? The question comes up because I was trying to charge the iPhone 5 and the first time I checked it was at 80% charged. When I checked later, the phone was blank, it would not turn on or off, and it acted like it was dead. At the time, I tried to charge with an iPhone 6 charger and the iPhone 5 did not recognize the charge, i.e., no reaction. Two days later when I arrived home, I hooked the iPhone 5 to it normal charger and immediately, the warning "the battery is critically low showed and it subsequently charged to 100%. The question is, how can I tell if the charger that was used while traveling is good or bad and if it should be used in the future.

iPhone 5, iOS 8.4

Since you used three chargers and one worked (normal you called it) and two (Apple bricks I take it, one iPhone 5, one iPhone 6) didn't work,  I suspect the iPhone 5 itself may be having a problem connecting to the lightning charging cable or the cable you are using maybe damaged.  Especially if the iPhone 6 brick works on the iPhone 6 and if you used the same cable with iPhone 5 and 6 bricks.  Try a different lightning cable with the iPhone 5 brick. A successful connection is indicated by a tone and a lightning bolt in the top right corner when you hit the home key.   Sometimes problems like this are intermittent so you will have to try different combinations to see if it is iPhone's connector or USB/lightning cable.

You know it wasn't the charger since you tried 2 different chargers (presumably the iPhone 6 charger worked on the iPhone 6) .  Your phone was frozen and when the battery depleted, it unfroze.

What you should do when this happens is to reset the phone:  press both the home and lock buttons for up to 1 minute, releasing as soon as the Apple logo appears.
