It sounds as though, even though you've restarted your iPhone, it's still not responding. We've a number of additional steps that I've outlined below that can help get your iPhone back to a working state.
These steps will take you through the process of reinstalling iOS on your iPhone, which should leave your data on the device.
If your device turns on but gets stuck during start up
You might see the Apple logo or a red or blue screen for a long time during start up. Try these steps:
- Connect your device to a computer and open iTunes. If you don't have a computer, you can borrow one, or go to an Apple Retail Store or Apple Authorized Service Provider for help.
- While your device is connected, force it to restart. Press and hold the Sleep/Wake and Home buttons at the same time. Don't release when you see the Apple logo. Keep holding until you see the Recovery mode screen.
- When you get the option to restore or update, choose Update. iTunes will try to reinstall iOS without erasing your data.
iTunes will download the software for your device. If it takes more than 15 minutes, your device will exit recovery mode and you'll need to repeat steps 2 and 3 again.
If your iPhone, iPad, or iPod touch doesn't respond or doesn't turn on - Apple Support

thanks for your help, but i tried the way u described like 5-6 times but in a half way it of downloading the software, it quits and goes back to that welcome screen frozen the way it was. i forgot to mention before the phone is pass-code protected

The phone was updated as u mentioned using I Tunes, after the update the phone was restarted and then appears the white screen saying "slide to upgrade" but the touch is not working even now, seems to have the same problem.... Now do u have any solution for this situation

Glad to hear that you've managed to get through the restore process! If, at this point, your iPhone's touchscreen is still failing to respond to input, I've outlined the next steps forward.
Make sure your hands are clean and dry, then try these steps:
- If you have a case or screen protector on your device, try removing it.
- Clean the screen with a soft, slightly damp, lint-free cloth.
- Unplug your device.
- Restart your device. If you can't restart, force your device to restart.
If your touchscreen still doesn't respond like it should, contact Apple Support or take your device to anApple Retail Store or Apple Authorized Service Provider.
