I bought an iphone 4s second hand but the owner don't remember their icloud password to activate it, please i need it up and running, how do i remove that account to use mine to activate it?

You can’t remove that account, and Apple won’t do so for you; tell the previous owner to use Apple’s iForgot service.

You cannot use iPhone when it tied to another Apple ID
Iphone could be lost/stolen.

You need to contact the seller and ask him to remove this iPhone from his list of devices. Otherwise, your iPhone will be a useless brick.
