No one here, nor Apple can assist you. If Find My iPhone is off, then the device is not traceable. You will have to physically look for it.
We are all fellow users and not Apple employees so cannot help with that. But, Apple does not do device tracking so will not be able to help, either.
If your device is turned off, not connected to the internet, and Find My was not setup initially, there is no way to track the device. All three conditions are required for device location to take place.
