Photos to PC

Cannot get photos synced to PC from ICloud for PC to Windows 7 PC. Went to Windows Explorer, Favorites, ICloud Photos, but could not double click on "my photo stream" to "add photos" because it's not there. "My photo stream" is under "My Photos" but no photos and if I double click on that, no place that says "add photos".

Everything for photos is "on" in I Cloud. All synced fine to my IPad. A real mess. Has taken hours and no success. Should not be this hard.
