iTunes shows 2 authorized computers, but I only have one.

I just upgraded to Windows 10 and I am having a problem syncing to my iDevices. I am getting an error my Apple ID is associated to another PC. iTunes shows 2 authorized computers, but I only have one listed under my devices. I am unable to use the deauthorize all computers right now.
