Cannot update any apps

My iPad shows 13 available updates for apps. However, when I try to update I eventually get a message saying "not available to purchase at this time". All the apps were free to begin with…Google Maps, Kindle, etc. I'm using an iPad Air with 8.3. I've been able to update all in the past.

Are you able to update one at a time? Try signing out of iTunes and then signing back in.
