When I open a web page the top of the page is hidden under the tool bar on my mac desktop. I tried to cancel extensions but did not help.
When I open my print box it is high and I cannot drag it down

POST a screenshot of the entire display when experiencing this misbehavior - Command + SHIFT > 3 will save a file to your Desktop then use the camera tool above the reply pane or Drag & Drop from Finder to the edit pane.
Are you in full screen mode?
I thought of that too... the description "... top of the page is hidden under the tool bar ..." doesn't seem to fit with FullScreen in Firefox though - the "Menu Bar" of FF goes away and the "Toolbar" of FF 'slides down' with cursor all the way to the very top of the display.
I need a screenshot from the OP - I am a visual learner.
