apps deleted

once apps have been downloaded and later deleted, how do I get them totally gone off icloud, YES they show on icloud???

They are part of your purchase history

You can ,hide, them, not delete, them from your purchase history

Hide and unhide purchases in the iTunes Store - Apple Support

Once you hide them they will not show-up in your purchase history, until you un-hide them
