Connect ipad with iphone for phone calls

it seems thas something wrong with my ipad and my iphone since i can not commect them to receive phome callS but i can send imessages and sms through my ipad

whtas wrong?

iPad 2, iOS 8.4

Are you signed into FaceTime? Settings > FaceTime > Enter Apple ID.

On the iPad go to Settings->Facetime->iPhone Cellular Calls and make sure its turned on, and you are using the same Apple Id for Settings->iCloud on both devices.
