How do I add my iPhone 4 as a device to my iCloud account?

I have an iPhone 4 with iOS 7.1.2, which is the highest ios for this phone. When I go to Find My Phone on my iCloud.com account, the only device that is listed is my iPad (iOS 8.4). How can I add my iPhone 4 as a device to my iCloud.com account? I have ATT wi-fi.

On your iPhone 4 tap Settings > iCloud then tap your iCloud account and enter your iCloud (Apple ID) password.

Still using your iPhone tap the Find My iPhone or Find iPhone app. You should see the iPhone on a map.

If you don't have that app installed, go to the App Store and download it.

Tap the App Store then tap Search at the bottom of the window then type: Find My iPhone

I can see all my devices and computers from the Find My iPhone app on my iOS devices.
