Whenever I try to review my new account for iTunes and try to sync it to my Paypal, it just sends me back to the website instead of the app

Like, when it gets to the review payment information part, i always click on paypal and it goes to the page and I enable it to take money from my Paypal, but then when I click return it just sends me to the website, and not the app, where I can't click continue because it will send me back to what I did before.
