iPad 2 won't back up to icloud

MY iPad 2 hasn't backed up since early July. When I plug in to charge, or try manually I get the message "the last backup was not completed". I've tried everything including hard restart etc, but nothing worked, I've even connected it to my PC and iTunes. Can anyone help?
