You are not supposed to create Apple IDs for users. They create them by themselves.

Why is that? Apple IDs are supposed to be created by the actual user. That is why the restriction is in place, to prevent multiple creation that leads to spamming. Provide instructions to users to create their own ID if they cannot create them for themselves. You cannot get around the restriction.

Just wondering if the 'need for help' is based on most people using the Persion calligraphy form of writing and wanting help to create an ID in English.

Anything is possible, however the person can still provide assistance without doing it himself, which is what is producing the problem. They need to be doing this on their own devices, because trying to do it multiple times on one device is what is creating the issue. I'm not against the assistance, but creating an ID for someone can also mean they have complete control of the ID as well. If you have read of these issues that seem to be occurring in Russia, individuals are hacking iCloud IDs, locking devices and demanding ransom. They put the device into lost mode and then change the iCloud password, so the owner has no alternative. How would you like it if you purchased a new device and it came pre-loaded with an Apple ID and password that someone else created for you?

You cannot create a legitimate Apple ID from Iran because Apple does not provide a choice for "Iran" in the Create Apple ID "Choose your country or region" process.

Apple Support site search results for "Iran" (one word) yield only articles in which there exists a list of countries where Apple Services are NOT available.
